Both are permanently inhabitable- yes scientists can live there year round in controlled conditionss (The scientists at Vostok only go outdoors in winter very briefly and protected with specialized clothing). Can you imagine driving to the grocery store and leaving a car in the parking lot, taking your kids to school, or even walking to your mailbox in either climate on a daily basis? The only way that people could permanently live in either one is in domed communities with general stories, schools, and workspaces inside the domes. This is one of the few polls that I cannot vote in.
I take Ad it would just mean that I would be living like the nomads of the Sahara desert year round which is still much better than any polar climate not just this most extreme case.
