Haines. The best of a bad bunch. Summer isn't too bad and winter not too cold.
Actually, Haines does seem better than my choice of Bettles. Summer highs are only a little cooler but the winters are about 20 C warmer. And the summers are dryer in Haines as well.
I'd need to know the rainfall (as opposed to general precipitation), mean wind speeds and sunshine to be sure though.

Skagway is just a few miles from Haines but the climate is considerably drier. The winters are also a bit cooler and summers a little warmer. I'm not sure I agree with the Dsb classification on wiki though.
The worst is Whittier... But none of the climates are great... Think I would only live in Alaska if I was earning a billion pounds every hour! Though would like to go for the scenery, obviously in the summer!
I'm a bit undecided between Haines and Skwentna. Judging from the averages it looks like it would receive snow more often than rain, but there was a weather station in the vicinity (can't recall its name, which receives rain more often than snow, despite averages below freezing). So having that in mind, i would rather pick Skwentna since it winters seem to be more stable, but also very moderate to Alaskan standards.
Whittier is a very strong candidate for "worst climate on earth".
None of these climates rates higher than an F. Bettles is probably the least horrific due to being the driest and having the warmest summers.
Fairbanks has warm summers,gets into the 80s!!
But my vote goes for HYDER -- Warmest temperatures year round...
