Both stink but Kiruna has less cold winters.

2 horrible climates. I'll go with Kiruna since I like Sweden better than Russia.

Yeah, Kiruna's winter lows are much less harsh. Have to go with it.

Kiruna, more snow and the winters of Norilsk are extremely long... would prefer shorter ones like in Kiruna..

Kiruna wins. Very strange.

Norilsk has an average winter maximum temperature about 3C colder than Kiruna and WARMER low temperatures. Norilsk is MUCH warmer in summer and in first half of autumn.

Kiruna's averages look wrong! Compare with Rovaniemi, in the Finnish Lapland: Rovaniemi - Wikipedia, the free encyclopedia

Much warmer, specially in summer! Hence, I'd take Kiruna in a heartbeat.
