20s I start getting that sensation, 30s if it's windy. Lower 20s I definitely need to start putting some mittens and a few layers on, still prefer 20 F to 90 F

Without gloves, 7C (44F). Gloves are mandatory for extended spells outside when the temp is 5-6C.

I don't get cold very easily, actually. Hot temperatures are a different story. I'm uncomfortable in 75° and miserable in 80°, but can work shirtless outdoors at barely 40° if I'm working hard (this is in Fahrenheit). My hands start to feel raw at about 32°.

My hands start to feel cold around 40, but I'd have to say 30 for feeling like they were covered in ice cream. But I've never stuck my hand in ice cream before, so I don't really know.

don't know what cold is, literally, lowest I've experienced was around 60 degrees and no such "icecream feel"

i got "icecream feel" when sticking at 4c/40f fridge though, so I think around 40s F (mid/high single digits C)
