My dream climate has an average of -24 C, -26 C, and -23 C in December, January, February respectively. So, I guess -25 C would be my ideal winter mean.

What kind of range is that? Around here it is between 60's to 80's year round with an average temp somewhere in the low 70's. It is 63 degrees right now where I am sitting and that is kind of cool.
20+ or below 0°C. If it's cold then it has to be cold enough to snow.
