Same thing I wear in NYC....light coat/jacket, t-shirt, jeans, sneakers, and a hat.

Good question. Vancouver's average is like the coldest day here every 3 years or so, so I would wear jeans, with a warm jacket, but no hat. Yesterday was a frigid day by the local standard, with 10C and no sun, plus a chilly light breeze. I remember thinking, that I'm glad I don't have to dress like this all the time. In town there were lots of scarves and fur lined coats.

We get plenty of Vancouver-like weather in a typical winter here and I wear the same coat as any other day.

My average highs in Jun/Jul are higher than the RECORD highs of Nov/Dec/Jan/Feb in Vancouver, so you can understand how i would feel.

Jeans and fleece is pretty much my clothing style year round so i guess i would choose that.

In Saskatchewan, we have some days in mid-May that are like that. We say "cool spring day eh?".

I tend to wear a heavy jacket and a scarf, jeans, and a long sleeve shirt. I don't bother with gloves; doesn't seem worth it above 1-2C or so, which is most of the time in winter here.

I always carry an umbrella, even on a sunny winter day. Do not believe the sunlight - it's in league with the rain, teasing you outside to trap you unawares in a downpour.

Yup, she'd fit in perfectly on Commercial Drive in that outfit.
