Average highs in most parts are still above 50 F, and that's what constitutes the definition for warmth in the winter.
In January? It's mostly in the 40s, low-mid 40s closer to the border with KS. It's over 50 F in Southern Oklahoma closer to the border of Texas. Lows are in the 20s for the grand majority of the state, even some teens in the Panhandle, lower 30s along the TX border. I wouldn't say that's "warm", mildly cool yes.
What's the December record for Eugene? Didn't realize Eugene was capable of of such cold. Havre, Montana at noontime was -26°F, a relatively mild 35°F at noontime here today. A similar event occurred in December 1950:

George, those accumulations seem rather unconventional . I thought the South Bend side usually got more snowfall than Milwaukee. I have driven to Chicago in the winter, and the worst stretches of I 80 were near Elyria and South Bend due to lake snow effect bands. Chicago weather was actually rather different that day and it was partly sunny in the upper 30's F. Is this usually a rare type of snow event. FYI, when I visit Chitown, I usually stay over at my uncles house in Naperville, IL just east of Aurora.
We will be getting 1.8" tomorrow night, and 0.6" on tuesday morning. Forecasters also predict 0.42" of ice on monday night and 0.7" of rain Monday afternoon. A huge precipitation bonanza early this week, followed by highs ~5-10 F below normal. Again, sleet snow is in forecast for the 13th & 14th, and this time it will be a more localized and coastal storm with 5" and 1" of ice. Now, that's something to be more worried about.

Last night was even colder than the night referenced in the article. Ended up dropping to -39C in Edmonton. Coldest I saw was -42C in Brooks--some places could have been even colder.

You would be correct, most of the time Northwest Indiana, and the east side of the lake do see more snow then the Illinois and Southeast Wisconsin side, but it depends how that low pressure system develops and what position it is in as it crosses the area.
