My own observation is that weather is only a topic of conversation in areas where it's unpleasant or makes huge changes quickly and often.

In areas of the country where the year round weather is generally pleasant its not a frequent topic of conversation.

So, if you live where the weather is talked about frequently.....you probably don't have very pleasant weather for the most part for any extended period of time.

Yeah even people who arent interested in weather talk about it because it can affect plans or activities. Or if something extreme is about to happen everyone is talking about it.

Because it's so interesting and fascinating. I talk about the weather a lot, as do many people I know...., although not as much as I do.

Most people I know make small talk regarding the weather, but they are utterly clueless and ill-informed regarding most things.
