It doesn't snow when the dew point is above 0c.

I know because I have had as low as 0.3c and rain before.

If you look in the video you can see alot of white just above here; well that is snow.

Weather - YouTube

That is what I would expect with a dew point of 3c. You can kind of see a bit above my house that it is snowing. The temperature that day was 1c.

Another blurry video showing sweet FA. Let's face it you wish you lived somewhere 300+m above sea level where we actually get snow... and not "On a hill be hind the house".

I don't doubt the reports, but if the >0C dew point is just in a shallow layer of air close to the surface the snow falling could make it through . In Philadelphia last March it snowed for about 30 minutes when the dew point was 33F. So, it appears that a dew point >0C normally precludes snow, but it can snow at that dew point under certain rare conditions. I've also seen it rain lightly when the dew point was as low as 30F.

I had 8 feet of snow when the dew point was 4C.

That's Owens theory out of the window.

And I've had temps below freezing before with rain. And? It certainly does snow at dew points above freezing, but it won't settle. I recall a snow event in early April 2012 - it was snowing heavily but the dew was above freezing so it didn't settle. When it fell below freezing, it began to settle.
