I have lived in one of the places, so I have direct experience of what it feels like. And it isn't wintry at all. Somewhere that gets more snow and potentially colder temperatures, is more wintry than that.
You have lived in neither, and therefore have even less qualification for your opinion.

I never described as London feeling wintry, however an average winter day in Richmond would feel less wintry to me, because its warmer with stronger sunshine. Would this be true for all winter days? No, but overall I feel London would be closer to a wintry feel, even if it isn't that wintry. I don't need to have lived in London or Richmond in order for me to formulate an opinion.
Quite clearly this Richmond place has a massive Standard Deviation. To me the average high does not give the true representation of what is expected in an average winter month there, I must also mention that the average high goes up and down like a yoyo. In the UK our average high is what we usually get.

Richmond may have its foot of snow () but the place still gets way warmer than London in an average winter. London's coolness during the winter is more constant and the fact that there's always a lingering risk of drizzle maybe for some people London's more wintry. In Richmond there's relieve from the cold in the form of stupidly warm muggy days while London doesn't get that.
