Most people like warm weather and not hot. San Diego is noted for having a near-perfect climate, with an average temperature of 70F, often sunny too, to offset the cool Pacific breeze. People from Phoenix come to San Diego in summer to escape from the extreme desert heat to our beaches. For me personally, I like 80F with a breeze and a thunderstorm, making it humid. I love that. It just feels so nice.
The average summer daytime high is around 90º (sometimes it gets hotter, sometimes it's cooler).
The average humidity is around 5-15%.
The mornings and afternoons are always sunny.
The thunderstorms roll in around 4-5pm to cool things down.
The nighttime lows are around 60º.
And if you travel to the mountains, the temps are about 10º cooler.

can you please explain to me how 70f(21c) could possibly be considered warm? I don't feel warm at 70f(21c) EVER, I feel like putting on a sweater and a warm pair of jeans. at 74f(23c) I begin to feel comfortable but it's not till 77f(25c) that I can begin to call it warmth.

I wear shorts from the lower 60s F. How could one possibly consider those temperatures to be cold? A sweater at 70 F is ludicrous.

Because Seattle is cooler and you get used to cooler temperatures. When i was in Miami on vacation it was 80 in December for 4 days. I got used to this warm temperature and it cooled down to 60-65 for 2 days and I was freezing cold. If it stays 60 for a longer time, you get used to it and it doesn't feel cold anymore. It's the same with hot temperatures.

You must have a medical condition. 21c IS warm, if you feel the need to put on a sweater and a warm pair of jeans at that temp, go check with your doctor. You might be sick.
I would say 21C is neutral, rather than warm or cool.
