I like wearing as few extra layers as possible since it's more work to walk around with all that extra weight. You take up more space, too.

8:15 PM in Elm River

Partly cloudy
70 F, dewpoint 62 F
Wind SE 6 mph

I love wearing sweaters and jackets too. Can't wait until it gets cool enough to wear them regularly. Probably not until October.

That happens in my climate too, usually in September or maybe early October with rain, humidity, and highs in the 70s and lows only in the 60s. Well above-average.
It won't ever be cool enough here to wear them regularly the best I can hope for is a week in December, January or February.

You do realize that you would need 75 mph winds (category 1 hurricane force) to get a wind chill of -26F with an ambient air temp of 8F?

As much as I like cold windy days, that just sounds like a pain in the ass. In a big city those kinds of winds would cause a lot of downed trees and massive power outages. Personally I enjoy a few frigid days with 25-40 mph winds and 30-50 mph gusts (most infrastructure can handle that), but windier than that would just get annoying.

Right now (17:13) it is 26.5˚C in Ushgabal, sunny with humidity at 45% and winds NE 9km/h.

This morning it was fairly cloudy but has cleared into a beautiful early spring day with a maximum of 27.2˚C at 4:15pm after a mild low of 15.8˚C just after sunrise. The winds have been fairly consistent, light E and NE for most of the day with a light sea breeze on the coast.
