I wonder do they have anywhere at 30n with 0c highs (near sea level).

I wonder though maybe they have massive standard deviations.

Not average highs but there are certainly places below that latitude at fairly low elevation in the US and China that has recorded a subfreezing high. I definitely know some places in Florida have.
