Cochabamba looks like a good climate to me, all avarage highs between 23° and 26°C, i don't care that the nightly lows are near freezig cause i sleep at night.

yeah, cause december, january and february are "too cool", those AVERGAE lows of 20c and average highs of 30c are sure COOL by any dictionary definition!!! those 28c nights in where i go to the swimming pool are sure cool! those humid 40c heat index days are sure cool, the subway at 50c in january is sure cool. Yeah, COOL is the first word that comes to mind when i think in BA spring and summer!

Believe me, come spend a summer in BA with no a/c and cool is the last word that will ever cross your mind.

you do realise that's it's hotter right now here in miami at 31c than it is during your typical summer.

I'm tied between Ushuaia (unfortunately not considered a city by the OP) and Bariloche.
Punta Arenas would be a city, but it gets less snow and if it snows its probably gone very fast due to the frequent high winds there.

So in this context i take Bariloche here, the warmer summers are also a plus for me.
