I would say it should be more like 5 days above 90 for DC or 2/3 days above 95.

Probably over 95, considering the average high is already pretty much 90 in July/August in DC, it would be stupid if that was the heat wave threshold.

Really? So what, Miami has a 4 month long heat wave? What about Phoenix or Yuma? Or anywhere in Texas?

You go outside and count how many palm trees there are in an acre of land, divide that number by how many times you've mentioned your obsession with DC, and then add how many vowels are in this post.
