that's not the average high. It's the daily mean temperature. The average high is probably ~15°C or even a bit warmer.

That isn't the average high, that's the daily mean. Unfortunately, weatherbase.com (usually my first resort for climate stats) doesn't have any more detail either. I would estimate that daily highs are probably around 16-17C (61-63F).

Anyway, as for my rating, I'd give it a D.
