Norway's Bear Island, in the south of Svalbard, has a range of 2.9C in September.

Also, check out the sunshine hours! the lowest I have been able to find for anywhere in the world, just 595 per year according to Wikipedia.

Andenes at 69N in Norway has 2.9C in all three summer months!
