People that love the cold tend to love the activities that comes with snow and ice. Inactive people are content with warm weather because they don't have to move to keep warm but when it gets cold, they have to either deal with the cold or be active.
I find it annoying when people say "I'm stick inside for months due to the cold"
Have they never heard of winter sports and activities? It's like someone from the Arctic complaining that the heat in the summer keeps them inside because it's too hot to ice skate.

But many are, there's a lot less to do in the winter than in the summer, at least where I live. I can't even think of any winter activities in NY other than ice skating, but there aren't too many rinks here, and it's something I've never done. Winter is just very boring and uncomfortable here.
I can't speak for everyone, but I love warm/hot weather because it means there's a lot more to do, and it's way more comfortable.

You can still go out for walks. Just dress properly for it and you'll feel relatively comfortable.
It's harder out here in the 'burbs since we're so car dependent. I still get outside during the winter though.
I love taking long walks in the winter, as long as it isn't raining. I just take my camera with me and start snapping. I think my best walk this year was either one day in Feb when it was completely sunny and 9C/48F, or 23/24 March when it we had horizontal snow and strong winds (with sun on the 24th) - yes, I genuinely enjoyed myself.
