That one is harder to call. Probably Vancouver because of the low sunshine hours and colder daytime maxima, even though Busan has colder nights.

Busan due to colder winter nights.
Quite a seasonal lag too, november almost as warm as april.

Vancouver for this one, as the temps are much closer and sunshine would really make a difference.

One factor that is mentioned in the wiki article about Busan I can also confirm having spoken to Koreans about is that winters there are quite windy while winters here tend to feature fairly calm winds much of the time. I'm not sure if that will affect anyone's vote

I tend to think of wind as bringing warmer weather.

I'm surprised Koreans consider their winters windy. I worked in South Korean ski resort and the wind there was tame compared to the mountains here.

I chose Busan as I suspect it's record cold low temps are colder than Vancouver.
Too bad wiki data doesn't include that data.

Busan's record low is actually slightly warmer than Vancouver's at -15.0C
