I don't let a number make my decisions for me...if I feel like additional layers would be more comfortable I put them on.
One day that might mean a higher or lower temperature than another. It all depends.

Since I am in Georgia where the winters are pretty mild, I would wear a hoodie in 50 degrees or less.

It's 70F / 21C and partly cloudy, and I have one on, with a t-shirt underneath, and I'm comfortable.

If it was late winter/early spring I'd probably feel hot wearing this, but its late summer and 70F / 21C feels cool.
