Well, Marseille would be a good choice, climatically speaking.

Also it is the (or one if) the oldest french city (was already an important city when Paris was not even yet a settlement. And more strategically it is a port...

Lyon or Bordeaux would have been also a better choice than Paris, incuding climatically speaking.
Actually Among the 10 biggest french cities Paris is with Lille (which is worse) the worst choice for climate.

Well, here's what I spoke of earlier. Move the Helsinki Center away from that windy cape to the place where the city originally was.

Like so:


Now it's in a sheltered bay, and also by a small river, the river Vantaa, which is a new thing for Helsinki. You can't really see it on this blurry satellite picture. The land is quite marshy, yes, but nothing what modern technology can't solve.
And the area near the coast is quite undeveloped, but beautiful:

Benefits include also that the center is more accessable from every direction, and Cape Helsinki can be used for villas and marinas and such! Leave the rest of the city where it is.

I think it's a good balanced option, including snowier. But much sunnier than Strasbourg and other colder locations.

It is bit snowier than Lyon because it lies a bit more in the moutains, while Lyon is more in the wide plain if the Rhone valley. To me Lyon's climate is better than St Etienne, warmer in summer and milder in winter. Anyway in both case if you are a snow lover you'll be sad since you have to go in altitude (from 1500/2000 high) to be sure to have snowy winters.

IMO Paris is one of the best climates in France, while Lille is even better. Southern France is too hot in summer and too sunny.

Weather-wise, there's nothing wrong with Canberra.

With other countries...

*Kamloops in Canada (for being the warmest)

*Cornwall in London (as above)

*Denver USA (in the middle of the country - would have taste of dry and humid heat, as Washington just stands up for the East Coast in terms of the weather)

*For NZ, just build a city in the northernmost part and make it a capital (since they have warmer summers there). Auckland, whilst in the north, is still not at the northern edges of the island. Such a waste of land up there.

Not really great weather in the far North though - windy, wet and cloudy. It might have the warmest minimums, but that's about it's only advantage. I think there are many places further south, with better climates.
