Washington because has better winters with more snow and also has very warm summers with nice sun and thunderstorms.

Madrid hands down, once again I don't like humid/tropical-like summers followed by chilly winters. If Madrid's summers were a little cooler it'd be perfect climate-wise but anyways it's still better than DC.
