I would go with Mumbai. At least there is a possibility for cool nights in December and January.
However, Mumbai in the summer is very humid and sticky and at times difficult to breathe. Add in all the local crowd and you would long for a cool isolated environment.

I have never visited Rio, and don't intend to unless absolutely necessary as I have heard its a crime infested hole. Mumbai is quite strict on crime, so walking on the streets alone late at night is no issue.
What? Rio has a record low of 7C as opposed to 13.5C and has a more defined cooler season. I would easily prefer Rio, the bone dry contrasted with the non-stop rainy season in Mumbai is way too bipolar for my tastes.
Rio de Janeiro looks far more comfortable. While half the year looks too sticky, I could enjoy most of the year. Mumbai looks nastier and probably reaches higher dew points.
Rio easily, it's more comfortable during the winter and you might even see some days where the highs fail to reach the 20°C, while Mumbai is really hot year round.

But average lows are lower from November-February, meaning dew-points should be lower in winter as well.
