Yes thats why I said they use heaters. I can't see anyone in Mexico using heaters even Mexico city averages 21c.

They'll still use heaters in Chihuahua.

When I was in Malta a few years ago they had portable heaters for use in their Winter, but to me they weren't needed ie. I didn't feel cold at all.

In Buenos Aires yes, homes usually have heaters, many buildings have central heating. The old ones make do with individual heaters (stoves?) for each room. If people go appartment-hunting or house-hunting here, they expect them to have some form of heating. The owners of those appartments/houses which do not have heating (a rare exception) will have to sell or rent them at a lower price.

Elevation is 1415 m (4636 ft). Not exactly sea level.

Well I live about 3 feet above sea level, although it is not close to the equator. And yes, we often use the heater when it gets below 60 degrees. Although that isn't really cold with the humidity the chill is too much for me.

Quito, Ecuadorian Andes. 10k elevation. Right next the equator. Lows in the upper 40s year round (highs in 60s)

I would think central heating would be common in a place where the average Jan temp is 2C.
