Well, I think I overdid (55°C has never been reached)
For sure, an HI of 49°C has been reached so many times during heat waves:
on August 14th, 2008;
on August 19th, 20th, 21st, 22nd, 27th, 2009;
on August 21st, 23rd, 24th, 2011;
An example: Weather History for Rimini, Italy | Weather Underground

I also remember a index of 51°C in August 2011, but unfortunately the hourly airport data haven't decimals, so they report 31°C and 100% ur, but 31°C may actually be 31,4°C, easily reaching an HI of 50-51°C.

I can't find older hourly data but we had 38,9°C on August 23, 2000 with an average daily humidity of 73%, and 37°C with an average humidity of 75% on July 26th, 1983. I think an Hi around 50-52°C is not unlikely for those two days.

That's just as hot (if not, even hotter) than chennai India's record highs during the summer. Highest heat index ever recorded there by the southrn division of indian meteorological department was 35 C with 88% humidity, making it one of the stickiest cities in the world.
