L.A has HAD rainless Januaries, Februaries, and Marches (although they were not consecutive) and if things continue the way they have been, we could have a January through March of 2014 with zero rainfall (L.A. had some light rainfall (but still well below average) in November and December so having a totally rainless winter is out of the question.
This winter is rather extreme, so get two more months completely rain free seem like a combination of some very unlikely events. I'd go for a snowless NYC winter; the case Infamous brought up suggests if there was one less snowstorm there'd have been no snow. You might find my west coast graphs on this page interesting:
I don't know about NYC, but Philadelphia has never experienced a completely snowless winter in recorded history, though it came close in 1972-73 with only trace amounts of snowfall. So I disagree with anyone who would say it's impossible, but it's still very unlikely.

None of the three major stations in NYC have, and unfortunately, neither has Washington, DC (trace in 1972/73 and 1997/98).
I don't really think it's fair to count the winter as "November to April". That's late fall to mid-spring. Real winter is December to February. If you're gonna count 3 other months then of course you're gonna screw up the odds :P
I can't imagine it not snowing once on New York for winter, but the idea of it not raining at all in LA for the THREE proper months of winter isn't as far fetched. (It's statistically different if you cheat and add three false-winter months!)
