Bukavu seems awesome. San Diego is way too sunny and dry.

I prefer San Diego, mostly because of less rain. Both are A's for me though.

Temperatures are great in Bukavu.

Depends on sunshine. At equal sunshine, Bukavu wins, being winterless, despite summers being too cool. But if Bukavu is closer to 2000 than 3000 sunshine hours then maybe San Diego.

Bukavu, although I rate it no higher than a C/C-. San Diego, part of the automatic F belt in California, is far too dry.
