You sure your math is right? 27.1 seems too high for Paris.

Seems like Paris had a much colder January than average. Wikipedia says that the average low of that month is 2.7 but the mean temperature of this January was below that around 1 degree below that. That's an impressive deviation from the average, especially in this day and age with global warming.

I use the numbers from Orly airport for comparison purposes with other cities. The Wiki averages are for Paris-Montsouris, which is closer to the center of the UHI. Orly averages 6.7/1.6°C in January, so this January was 2.3°C colder than average (5th coldest month of the last 10 years). Cold for here but nothing extraordinary.

Here are the last 10 winters:

2016-2017: 27.1
2015-2016: 7.3
2014-2015: 4.1
2013-2014: 0.3
2012-2013: 30.7
2011-2012: 52.8
2010-2011: 29.1
2009-2010: 62.3
2008-2009: 40.1
2007-2008: 8.9
(10-year average: 27.7)

Koud winters are hard to come by over here.
The last winter with a 100+ score was 1986-1987 with 113.4.
The highest score over the 1981-2010 period was 1984-1985 with 131.2.

Seems about right. Paris is quite a big city so there's an important heat island effect.

166.4 so a zehr koud for our airport.
For lowland near the fjord, 104 points at Frosta so a koud
For Svinøy (62 20 N) at the outer seabord the score is 0, so a buitengewoon zacht winter.

The winter of 2014-15 had 53.9
The winter of 2015-16 had 25.8
The winter of 2016-17 had 19.7
