Sapporo would be my #1 choice for heavy snowfall. Honorable mentions include Squaw Valley, Lillehammer, Nagano, St. Moritz, Pyeongchang, lots of good choices.
Pyeongchang County for the best combination of sunshine, cold temperature averages, and sufficient precipitation; the Sea of Japan side of Korea is prone to ocean-effect snow as well. The past few weeks have taught me that snow cover+blazing sunshine is quite invigorating. I consider Sarajevo and Grenoble, although one of the best climates out of the French population centres, to be the two sleaziest winter climates of the pack. Which clime I would choose overall is a much more difficult decision.
Given the supra-warm selections of Vancouver and Sochi, I would like to see how an ultra-dry+sunny city such as Harbin would fare; the lack of winter precip in NE China is a valid gripe, but people should remember what snows generally remains on the ground for several months continuously. Plus I'd imagine any snow during the height of winter would have high snow-water ratios, perfect for competitions.
