It depends on season (in January in Estonia 8c is obviously hot), on humidity, wind. Roughly speaking 28-29c.

After experiencing summer again in both Cairns and Melbourne I have to say about 29 or 30 with high dewpoint is hot, or in a dry climate it isn't hot until about 37C.

33°C+ is considered hot for me.

Any condition above 80°F is considered as being hot.

Having grown up in Arizona, anything above 106F or so is hot to me. Above 113F and it is REALLY hot. 105F or below is a day that calls for outdoor activities! Where i currently live, the sun is so intense that anything above 80 in the direct sun I would consider hot, although in the shade it is beautiful!
