I prefer Biarritz because it's wetter and summers are cooler but Vitoria-Gasteiz is also good

Difficult one. I think I'd trade the rain for more sunshine (which I assume Astoria gets), so I'll take Astoria. Also, PNW tend to get heat spikes regulary so you won't be missing out on summer temps. Plus there's the warmer microclimates.

Edit: I think I'd take Cheltenham actually. I mean it probably has 200h of sun less at most, if even that, but it is simply too rainy, and it's colder in summer.

Gap is very similar to Portland but with even rainfall distribution, lower average lows and about 700h more sunshine.

Fort Simpson wins due to having three good months, wherea Baltasound has comfortable temps only in July and August and that's still a meagre excuse of a summer! Elsewhere, Fort Simpson is absymal
