Resolute for having warmer summers. (-1C average high in the warmest month is ridiculous).

It's difficult, Seward has cold winters (even though they're not that bad) but good summers, but Bloemfontein has hot summers (and they are bad) but good winters. Uhm... maybe Seward? It's not that bad, really. Also it's wetter and presumably less sunny
