Winters are atypical for average Norwegian climate (they are much milder), but the rest of the year (especially summers) are typical for Norway.

Sapa in Vietnam! What makes it so unusual is that Southeast Asia is often stereotyped as a tropical, hot and humid all year round area, yet the town (located in the highlands of northern Vietnam) gets snow fairly often! Not every year, but every few years, and there is never a year where the temps failed to drop below 0C/32F at some point during the winter months.

Nope, that map is wrong. Must have been made by some kind of tourism representative! For example the biggest cities, Brest and Rennes, get respectively 1530 and 1717 hours of bright sun per year.
