Sapa in Vietnam! What makes it so unusual is that Southeast Asia is often stereotyped as a tropical, hot and humid all year round area, yet the town (located in the highlands of northern Vietnam) gets snow fairly often! Not every year, but every few years, and there is never a year where the temps failed to drop below 0C/32F at some point during the winter months.

1900 sun hours is about what they have in most of Britanny, which have in France the reputation of having this kinf'of very moderate climate. Southern coast of Britanny has place with above 2000 sun hours, yet I think they fit Breton stereotype.
