A bit of off topic. First steps for the SVM (Servicio Valenciano de Meteorología), the Valencian Meteorology Agency. Which would be an independent agency, not sure if branch of AEMET or a great cooperator with AEMET. Until this moment, AVAMET is covering the meteorology needs from the Valencian Community (not an agency), but in 2017 will start an official agency. Great news for weather lovers!

Not that strange. Coastal locations are not freezing right now, even on Girona, which is the coldest coastal area in Spain. Anyways, Bilbao can have this night a light freezing (0ºC). Freezings in Madrid city do occur a few days in a year. What is strange to me, is the predicted minimum of 2ºC in A Coruña. La Coruña is so heavily influenced by the Ocean that 2ºC is something which they see 1-2 times a year.

Even in a average month,Concepcion is still colder than thoses Western Europe cities at same latitude

Idk but what you say is real. Also yup, 2010 had a phenomenal cold January. Almería at 36º50'N is as warm as the north coast of Baja California at 30-31ºN:
Ensenada, BC registered -6ºC. Under freezing in 5 months. Almería never, in fact in the strongest cold wave of 2005 registered +0.1ºC. Before that, the record minimum was from 1956 with +0.2ºC.
Ejido Eréndira at 31ºN recorded -4ºC in February and it has 3 months below freezing.
Anyways that's the airport of Almería. The city of Almería lowest was +0.6ºC (2005), being probably the only place in continental Europe which hasn't seen temps below 0ºC (probably, idk well at all).

Right now it's snowing lightly, yet temperatures are largely positive between 2500 m (8000 ft) and 500 m (1500 ft), the pressure is 1034hPa and we're under 570 dam heights! Gets to show that only looking at the color shades on Z500 model maps only tells you so much about whether the weather will be wintry or not.
