For France the highs are actually pretty normal for the season... a bit warm in the southwest but nothing strange.
27°C in Carcassonne (17°C high average in April, 21°C in May) in April is pretty normal? I'm asking it, as I don't know it.
It's 10°C above their April average... Is the same difference (+10°C) as 33.4°C in Sevilla, some people get exalted seeing +33°C in Sevilla in the 2nd half of April. In Sevilla is pretty normal 28-29°C but 33°C is stranger, although can happen one time every April or almost every April.
Yes I was generalising to avoid picking out every single country & used "much" rather than "most". I was also only referring to averages rather than "normality"
Spain looks a bit warm maybe though....
On the other end Germany looks like it was on the cooler side this time. I believe most German cities should have an average high of 13-16c by now ?

I said the SW was above average, but 14c in Paris is like totally normal, and same goes for a large part of the country.
