We average 1-2 days below 9°C in July. A London may not be the best example as it has a heat island.
I guess that is true, outside of London places can get down to 7C-8C in July but that doesn't happen very often at all.. Heathrow is mostly out of the UHI and our lowest low this July was about 11C. I guess it would be better to check with a city that is not so large, though.
Coastal California has a few spots of mins below 10°C (50°F). It's hard to find a 17°C/<10°C combination. Most sea level spots with mins that cold are going to have warmer maxes. Too warm in the day:
Point Reyes, just north of San Francisco, just under 10°C, July max 14°C. Fog-bound microclimate, a worse version of July in the western half of San Francisco:
Frost is unlikely in Point Reyes anytime of the year… Min almost exactly 10°C in the summer at Big Sur adjacent to the Pacific. August max is 25°C though. Same latitude as Death Valley! Again, most years don't record a frost. California coast must be a tinderbox right now, just waiting for a spark
Record July low is 35°F (!) same as Murmask. Might a station issue. Nearby station with a longer record has a record July low of 38°F and a warmer average overall.
