B+. Portland is superior, but this place still has a very pleasant climate. My main change would be to make winters colder and add some more rain in the summer.
One thing I find odd is that Portland has significantly higher highs in the summer than other cities in the Willamette Valley, including Eugene, despite being at the northern end of it.
I believe it's around 2200-2400 but I'm not 100% on that.
My problem with it is that winters are soo rainy and gloomy as well. It rains every other day for months, and then summers are so dry that it still can't have very lush forests. Temperature and humidity is B+, but the awfull mediterranean rain distribution makes it C or C+.
Eugene is awesome because of the cool summer nights, the comfortable winters, the mild Septembers and everything. It is a weak A because patterns aren't perfect, but it is certainly a very nice inland PNW climate, probably the best of the bunch along with Forest Grove.
