Depending on where you live and in what season, 24C can be. In the spring of autumn here it warm/mild. In the middle of summer 24C would be considered cool.

I know it can feel relatively cool after hot weather but by the world "cold" I imagine something where being outside any length of times means your body temperature can become dangerously low if not dressed up properly.

Agree.

When I see "warm" listed as 25C I immediately think what season are they in when they experience that temp. We experience that kind of temp between March and November. In March it feels warm to almost hot. In November same thing but less hot and more very warm. In July however, being 10F below average, it just feels downright cool. A temp of 22C feels cold (especially if cloudy) and is not even comfortable for swimming or beach day imo.

My scale (using winter body adjustment for colder temps and summer for warmer temps)

Frigid less than 12F (below -11C)
Freezing 13-30F
Cold 30-48F
Cool 48-60F
Comfortable 60-78F (summer standard)
Warm 78-88F
Hot 88-97F
Sweltering 98F and above

Perception of temps this week. In the middle of March, 64-70F (18-21C) is considered mild....

Our local perception of temps during late June early July (July 4th week). 77F (25C) is considered cool. 85-88F (29-31C) is considered warm, 92F (33C) is hot.

My criteria is a little more extreme than yours, especially on the cold end, which would reflect what I am used to in my region.

Maybe he meant "cool" or "mild" (not too hot), his native language isn't English. 29c is warm/hot for most Indonesians, only feels mild/cool (for most Indonesians) when raining (rain above 27c isn't that common though). 29C is about the same / slightly higher than avg skin surface temp. Even ColdCanadian only find 29C as being warm/mild (slightly cool with wind), not cold.
i mean extremities' tip skin (tend to be cooler/closer to room temp) not skin in general (33C)
