I don't really agree with this assessment. I can see what you're saying, but this view is based in linguistic prescriptivism. I think linguistics should be more descriptive.
BTW, speaking of prescriptivism, you wouldn't say "least syntax errors"; you would say "fewest syntax errors."
Scots is either a closely-related language or just another dialect. Where the line is drawn is essentially subjective. In any case, the Ulster-Scots are much more akin to the English than they are to the Irish.
