No. The only places where temperatures below -65 °C were recorded were in Russia and Greenland (even though no one lived there). I don't even understand how the houses can survive that temperature :S LOL
^^ great stuff. there's another small village - called tompo - that almost always is among the top 10 coldest synops on ogimet in russia during winter that i suspect has reached it. so if anyone here understand russian, please search up some reliable data for this village.
How about set the bar at -60C? This has happened 4 times in Canada. The first was in January of 1911 when Fort Vermilion, Alberta got down to -60.6C. The 2nd time was in February of 1947 when both Snag and Mayo, Yukon were below -62C. The 3rd was in January of 1952 when Snag, Yukon got down to -60.9. The fourth and final occurrence was in February of 1968 when Pelly Ranch, Yukon got down to -60C.

by setting it higher, it wouldn't be as exclusive. it's like setting "which towns has reaced +52C to which towns has reached 50C". at least 100 villages must've reached -60C (in canada, alaska, siberia and so on). -60C as record low in eastern siberia is commonplace.
