Phoenix is dry heat - sweat evaporate fast
Hot+humid cities with 77+ dewpoints aren't uncommon should be considered most sweaty

Yes. I think it's a big enough difference it's not really an opinion. Add in the higher dewpoints creating higher heat indicies and the gap is larger.

I guess since some people have a knee-jerk reaction to summer=dry they try and say Sacramento is more summery.
