Not Manitoba nor Alberta xD also, not November nor March. And... November has 30 days, not 31

I knew it had to be near Scotland, I recognized it by the mini "heat wave", I remembered it pretty well xD

Need some clues - can you specify the continent or country?

On closer analysis, this must be either December or January. I'm going to go with January.
