I would choose to change the winter in Stockholm.

Drop the average temperature by 4.5C in Dec-Jan-Feb, giving each month:
Average max: -3.4, -5.2, -5.1
Average min: -7.7, -9.5, -9.8

Keeping the precipitation the same.

I would drop the winter temps by 8C, but would need to change the shoulder seasons as well for smooth temperature curve.

I would lower the temperatures in winter by 5c, so it would be like this: Dec: -0.6/-6.9c, Jan: -1.9/-9.0c, Feb: 1.1/-7.5c. Of course, spring and autumn would then also get a bit cooler.

I would raise the winter temperature by 18C making it 4C/14C. This would force fall and spring to be warmer.

Decrease average summer temperatures by 15°F(8°C)
June High/Low 89/68 → 74/53
July High/Low 91/72 → 76/57
August High/Low 90/70 → 75/55
