how could a non mediterranean region be considered the Epitome of a climate named ( and modeled) after the exact climate of the Meditterranean region.
this is like saying that a new climate based off of say San Diego is made, but you say tijuana is a better example of the climate of San Diego.
It's just a name. "Mediterranean" isn't a very scientific designation. Anyway, LA is way too far south to be a typical med climate. Just south of LA is the transition zone to a semi-arid climate around San Diego and Tijuana. LA is a lot like Casablanca (Morocco).
As far as I'm concerned "mediterranean" climates can be easily identified by ecosystem types. Victoria and the San Juan Islands in Washington State certainly have the right plant communities, associated with the California floristic province.

Also don't forget BC Gulf Islands too, the southern ones near just off the coast of Vancouver Island
near Victoria.
