Victoria is warm summer Mediterranean, and Portsmouth is temperate oceanic, according to my classification system.

Definitely Victoria. Portsmouth's seasonal swing in precipitation is pretty negligible. Victoria, like most areas of the Pacific Northwest gets practically no rain during July and August.

Victoria, it is indeed a mediterranean climate I believe (a Csb type one), similar to my own, with cooler summers by 3ºC degrees, and very slighty warmer winters and less precipitation.
It fits the temperature requirements, plus it rains 5 times more in the winter than in the summer.
Portsmouth doesn't have a sharp winter/summer precipitation difference.

Victoria looks more Mediterranean, because the sunshine hours are much higher. This indicates that high pressure is more dominant.

Portsmouth looks more typically oceanic, with lower summer sunshine and a drying trend in summer.

Victoria, summer rainfall in July is only a tenth of the rainfall in January.

I agree with what everyone's put on here so far. Victoria is even considered a "cool-summer Mediterranean climate", so says wiki anyways. Only thing that is fairly close between Victoria and Portsmouth is the temps, particularly in the summer.
Would probs be more fitting if we had the same question, but between Portsmouth and Hobart, or Portsmouth and Melbourne, or some NZ place?

At the end of the day I consider Pompey to be oceanic. However, there are many years when the area can have med qualities, like this year for example. Where we had a wet and mild winter, and a dry, sunny and warm summer.

Neither comes even close.
Having a Mediterranean Pattern is not enough.
A Mediterranean Climate stands also for dry subtropical
Yep Med Climates are subtropical.
But Victoria is just too cool
It's a temperate climate with Mediterranean pattern imo.

I agree with you. And for balance, Portsmouth is no where near a subtropical climate either.
