North America has a much bigger landmass right up in the polar regions (arctic provinces of Canada), while South America's land area in the high latitudes is comparatively quite small/narrow resulting in moderation of any antarctic outbreak by the ocean. Not only is the North American landmass much larger at these latitudes, but extends much closer to the pole aswell. Therefore there is no oceanic moderation of the brutal cold there.
