It's because 0C is the freezing point for water, it is commonly referred to as an ice day here, but probably not in the US so much because ice days are much more common in the majority of places

I can't ****ing stand it even in the middle of the afternoon it is still bitterly cold and agonizing.
It happened 26 days last winter in Lexington...even 2 in March.

I detest them as well! Luckily we have not had one since January 2013 and they are quite rare here! Nothing worse than it being freezing cold in the middle of the day..
Its not cold. If its sunny and you have a coat on it can be warm.
I love ice days, the ice formations are interesting.
