For me, with say 30% to 50% humidity (usual for Britain when these temps happen), heat starts at about 30C (86F), but up to 35C (95F) is what I call a "nice heat". A day with a max above 35 would be starting to get a little to hot, however nothing I can't deal with - and I still love that kinda heat... Above 40, nice to try every now and then, but I rarely feel such temps...
In Melbourne I wouldn't call it hot until it's about 33C. This is mainly due to the fact that it is only ever dry here.
When I lived in Queensland I found about 27 hot.
