Houston, at its natural climactic state, without any cold epoches skewing things, kicks Seville all the way to next Tuesday. Also, Houston is alot sunnier than what the averages show; the recorders often don't perceive the full sunlight in Houston, due to city smog, and the placement around the shadow of buildings.
If Houston was just a tad sunnier it would be a great subtropical climate. Temperatures are comfortable for 7-8 consecutive months even if summers are too hot for my tastes. Seville has the sunshine thing going for it but winters are just chilly enough to lose the long string of nice weather Houston has going for it. Honestly it's a tossup.

If this was at all true it wouldn't matter anyway, as Seville uses a different method of measuring sunshine which would give it maybe 200-300 hours fewer than the US recording device.
