Good luck
In fact, we can do much better than 45 N.
Fraser, CO is only at 39 N with a low -20 C in January.
Dras, India is only at 34 N, and has a low of -25 C in January . Of course, it's high up in the air.

Find a place that has never recorded a temperature above 97 F (36 C) or below 65 F (18 C).

Edited:
Find a place between 25 S and 25 N that has recorded temps below 25 F (-4 C) in every month.

Find a city at or below 30 N where there are two months with differences of at least 90 F between the record highs and lows for those months.

Find a city where there are seven months with differences of at least 100 F between the record highs and lows for those months.

1) Find a city in which there is a month with at least 80 F difference between the record high and the record low for the month.

2) Find a city, far away from the one in question 1, where there are two months with differences of at least 90 F between the record highs and lows for those months.

3) Find a city, far away from both of the previous two, where there are three months with differences of at least 100 F between the record highs and lows for those months.
1. Ashgabat, Turkmenistan in January
2. Calgary, AB in January and February
3. Verkhoyansk, Russia in December, January, and February

I was still thinking of flaws in the questions while you were typing the answers. Here is a revised version:

1. Find a city at or below 30 N where there are two months with differences of at least 90 F between the record highs and lows for those months.

2. Find a city where there are seven months with differences of at least 100 F between the record highs and lows for those months.

3. Find a place (not necessarily a city) between 25 S and 25 N that has recorded temps below 25 F (-4 C) in every month.
